Local Transcriber Pro is a Windows utility that converts speech to text entirely on your own computer, with no audio sent to the cloud. The app handles live microphone input and online meeting audio at the same time, so you can capture both your own remarks and other participants. There is no meeting-length limit, and it can also transcribe audio files saved by the app or from a voice recorder. The built-in neural engine (Sherpa-Onnx) provides high-accuracy English transcription, and the Pro version adds a high-precision model. A ghost subtitle mode overlays real-time captions on other applications, which is handy for web meetings or reference material. It runs on standard office laptops without high-end hardware. Note that an internet connection is needed only for the initial AI model download (roughly 300 MB to 3 GB).
